1 cup evaporated milk
1 small onion, finely chopped
1/4 cup chopped green onions
1/4 cup heavy cream
2 1/2 teaspoons salt
2 cups plus 2 tablespoons all-purpose flour
2 tablespoons freshly ground black pepper
2 teaspoons minced garlic
3/4 cup brewed coffee
3/4 cup chicken stock or packaged low-sodium chicken broth, plus more if
needed
